 Using Members Plugin, Changed the administrator to HAVE create_posts and
 NOT edit_posts and got "You do not have sufficient permissions to access
 this page."

 create_posts is literally mapping directly to edit_posts, with
 map_meta_cap filter it could be changed to almost anything.
