Comment:

 I don't see many people needing to do this, and if they do, it would only
 happen once. Proposing wontfix as plugin material. There is a plugin that
 did this - http://wordpress.org/extend/plugins/bulk-password-reset/ -
 hasn't bee updated in a while though.
