 On the Users screen the `user_row_actions` filter is applied to the array
 of action links displayed for each user (Edit, Delete, etc). This filter
 is missing from the Users screen in the Network Admin screen on Multisite.

 Not sure if the filter in this case should have the same name, or
 something like `network_user_row_actions`.
