 it's definitely a bug. Never noticed it until our WordPress.com themes
 started manifesting the bug. If a person chooses a BG color but no BG
 image, the intended result can't be achieved without editing the CSS. And
 since the idea behind custom BG image is to do things without having to
 edit CSS, seems like a bug to me.

 Sure, a custom callback would work. But why bother? Custom background is
 supposed to be 1-line easy. A custom callback seems like unnecessary
 overhead for a theme to have to include just to accommodate for a single
 else exception.
