Comment:

 This file is strictly theme-dependant.

 I have just checked against the trunk to make sure everything is all
 right, and the title is set as specified in the theme. The described
 problem would suggest that the title tag wasn't present in your case -
 maybe it is a plugin thing? Works for me.
