 @vteixeira: re not having the same behavior as widgets, it was an
 intentional decision so we could compare the workflows, as there have been
 issues with widgets since we made them auto-publish.... people don't like
 it that the sidebars/widgets publish before they've had time to configure
 to them to their liking, and an explicit save was introduced in the menus
 ui (despite most other thigns being similar) to see if it would solve this
 problem. It is more likely that we'll eventually add an explicit
 save/publish to widgets rather than removing it from menus.
