 We'll provide a means to turn it on and off. I think it should be on by
 default for new blogs, at least.  That can be figured out later though.

 CSS and JS need a lot of cleanup, for sure.  I agree with nacin that we
 want to get rid of as much JS as possible, lose the jQuery dependency, and
 make the CSS static.
