 While setting up a blog in {{{/wp-admin/install.php}}}, a password
 strength indicator is displayed that needs javascript to be switched on to
 properly work.

 If a user has javascript disabled, the indicator is misleading because for
 the user it looks like that the entered password is always insecure even
 if it is secure.
