 See my comment on #14791; highlighting the linked image borders is great
 but we shouldn't have to sacrifice the large image border.

 Consider that with each of these, we have both an <a> and an <img> that
 can have borders, backgrounds, and padding; so we've got lots of options
 for how to style those borders (and which parts to change on hover).
