 Currently, no plugins / themes can use HTML5 elements if they choose to,
 and with the major players of the industry backing HTML5 and already using
 it, it makes sense to at the very least allow plugin / theme devs to use
 it too. This doesn't mean we have to use HTML5 in the UI at all, just
 allow for it to be used.
