Comment:

 Pulling it off the Multisite component because while it serves more
 purpose in a multisite install, it needs to be useful for single site as
 well.

 Other things that came up during IRC include integrating PressThis,
 QuickPress (and potentially a new function for that in the same line of
 comment_form() and wp_login_form()), integrating login abilities (would be
 an opt-in for it to show to non-logged in users), etc.

 For blog actions, that includes Post Edit links. This means the theme can
 be agnostic for logged in users and thus makes caching easier.
