 I think that the .com based menu has little utility for single site
 installs, but the viper menu isn't very scalable if you have lots of
 plugins that add top-level menus. Maybe a compromise would be to pick menu
 sections based on what people are most likely to think of/be reminded they
 want to do when they are looking at the live site. Maybe something like:

 Username | Current Page | New Content | Comments | Appearance | Updates

 where dropdowns for each have:

 Username  - dashboard, profile, logout
 Current Page - Edit, get shortlink
 New Content - New post, new page, upload, etc.
 Comments - show bubble when new comments come in
 Appearance - widgets, headers, etc
 Updates - show bubble when new updates available

 We never really did this exercise, we just made a choice between two
 existing admin bars. Would have been better if we'd thought more about the
 use cases up front. If we can't decide on best approach, I'm okay with
 pulling from 3.1 and working on it for 3.2.
