 `admin-bar-fixes.14772.diff` addresses some of the open issues:
  * When value of the WP_SHOW_ADMIN_BAR constant is now respected.
  * There is a 1/2 second delay when hovering over the menu, before it
 disappears, to address apeatling's usability concern above.
  * Because that took a few more lines of JS, I moved the JS into its own
 file and moved the shortlink JS from inline into that file as well.
  * The shortlink is now a top-level item, as requested by Jane in today's
 dev IRC chat.
  * The admin bar does not appear on non-multisite admin pages, as
 requested by Jane.
