New description:

 When trying to make write an apostrophe like Brian's or something like
 that posting/updating an existing post changes this into Brian''s

 What's more is every time the post is updated the number of `"` increases
 by 1 so updating a post that WP converted `Brian's` to `Brian''s` would
 then become `Brian'''s` and so on this is increasingly annoying and I see
 no way to fix this. I was told this was most likely a bug and I should
 report it here so here I am.

 I usually update via a client so this goes un-noticed for some time until
 i get emails asking why i have 12 apostrophes. I have made posts from the
 back end of WP 3.0 to test this as well and it exists so the bug i am
 guessing is on the code level not the client level.

 I added this under the editor component not sure if this is right please
 feel free to move it and take it easy this is my first bug report to WP
