 That's the Incoming Links widget.

 Expired transients are deleted once the transient is fetched post
 expiration. They are not deleted otherwise. They are also not autoloaded,
 so they do nothing to damage performance.

 This has nothing to do with Magpie or Simplepie or any bug, for that
 matter.
