 IIRC while testing for #13413 I had exactly problems with removing the
 rawurldecode. I do not exactly remember what this breaks but I think it
 had something to do with backwards compatibility because the wp-rewrite-
 rule is expected to have this encoded.

 Have you tried on trunk? If not, please do so.

 Probably you need install/deactivate [http://hakre.wordpress.com/plugins
 /normalize-urls/ Normalize URLs (Wordpress Plugin)] to make this go.
