 Agreed. Trashed items should get ignored altogether, if only for
 consistency with the filesystem trash.

 Best I'm aware, if you create a test.txt file in a folder, trash it, and
 recreate a file with the exact same name, neither of Windows nor MacOS
 will bark. The WP trash should behave in the same way for posts and pages
 with the same slug.
