 This doesn't really solve this issue and just introduces more issues.

 Now we have one of the plugin_ functions working in this case and the
 others don't.

 Also how are these plugins going to interact with the built-in upgrader.

 I think it would be better not to introduce this filter as it isn't really
 a solution and there are better ways to support sharing plugins across
 multiple WP installs.
