 Unfortunately the situation where the administrator is a content provider
 is not catered for here, though.
 Providing a filter is not really a suitable solution, because that then
 implies a need for plugin bloat just to send this email to the correct
 contact(s).
 Fix the way to identify technical as apposed to content admins, then look
 at stuff like this.
