Comment:

 I'd like to see something similar to what wp-admin/widgets.php does. Under
 screen options, you have the ability to enable accessibility mode. Then,
 it's a matter of editing the particular menu item and choosing where to
 stick it according to one or more combo boxes and/or radio buttons. That's
 far more accessible than randomly hitting the arrow keys and hoping the
 thing's moving to where you want it to exist.
