Comment(by filosofo):

 That responds to a couple of my points, but not:

  * The Updates notifications are under Dashboard [In other words, there's
 the tacit suggestion that this is a nexus of global activity]
  * "Dashboard" is a global notion and appears in both modes
  * The Dashboard menu has a link to the meta-site "My Sites" page
  * ''All other admin links appear in the left menu''
  * The user's profile link (also in the upper right where the network
 admin link is) is duplicated in the left menu under Users.

 In response, I would argue that it is ''more'' consistent:
  * all other navigational links appear in the left navigational menu
  * Dashboard is global and already has site-management stuff
