Comment:

 I just ran into this issue when trying to add a script to the footer
 within a shortcode. I considered this to be bug and created a patch before
 looking for and finding this ticket. I'll be attaching that patch for
 debate and consideration purposes.

 In order to address my needs for now, I will manually add my scripts to
 in_footer[] immediately after the enqueue.
