 This was talked about in #wordpress-dev when [16183] and [16184] were
 made. We do have a {{{/wp-admin/network/user-new.php}}} file that should
 be linked also, but the only way to get them to appear, is to check the
 box on {{{/wp-admin/network/settings.php}}} that say ''Allow site
 administrators to add new users to their site via the "Users->Add New"
 page.''

 I don't know if this was still going to be looked into, but that should
 help you out! :)
