 I've got two posts, neither are in a category.

 Post 1 - tags1, tag2
 Post 2 - tag3, tag4

 I select both to bulk edit and put them in the same cat.  I click on CAT1
 and hit save.

 They're both in the same cat now, but all my tags are done.
