 Well, it seems to me that there's little need to enforce it when
 adding/removing menu items. They can readily be re-added if necessary.
 Plus, picture ourselves keeping the AYS while enabling drag/drop of menu
 items to add/remove them. Clearly it makes no sense in that case.
