 "Screen options" are not available without JS enabled.  Since that means
 that non-js folks can't toggle the boxes that make some of the menu item
 boxes visible, the boxes should be visible to those without js.

 Patch uses a class that sets display:none when JS is working instead of
 hard-coding the style rule into the element's style attribute.
