+1 on this idea. Added to my patch.

(perhaps by registering like a sidebar and defining options) then it
should populate and use that menu until user overwrites with
customizations, no? (if this is too much, perhaps in 3.1)
The fallback is set for each menu using the 'fallback_cb' argument in
wp_nav_menu();
