motivations, anyhow. There is perhaps a better way to address them.
IMO, wp_nav_menu()'s fallback function is good enough as it provides an
optional replacement if the menu doesn't exists. Having WP create yet
another fallback method makes things confusing. Plus, for those who don't
use wp_nav_menu() it makes things even more confusing as what's being
displayed in the backend is not what's actually in the front-end.
