Comment:

 Unfortunately, as dd32 was investigating this morning re: 'Add New
 Themes', pushing these menu items around can get complicated, especially
 when we then add the 'Background' and 'Header' items.

 I'll assign this to him as he had come up with a solution, I just don't
 think he patched it yet.
