Comment:

 Also a duplicate of #13868.

 UI 1.7.3 is indeed compatible with JQuery 1.4, in fact it was a
 maintenance release to ensure the 1.7 branch would work with 1.4. So we
 made sure to update to 1.7.3 in WP 3.0 and we'll revisit 1.8 in 3.1.
