 If you want to upgrade just upgrade, don't use the beta tester plugin.

 When I had a similar issue it was because the temp upload directory that
 was assigned in the php.ini was not set the the IIS_IUSRS or IUSR
 appropriately, so adjusting that php temp upload directory & session dir
 to inside a temp directory in inetpub helped tremendously being that
 directory tree is all permissioned up properly.
