Comment:

 Just to update - I installed the pecl extension timezonedb - that doesn't
 fix it.  There is no mention of any such "requirement" or suggestion in
 the documentation as I can find it, so please specify what is meant by php
 timezones-library or php date/time library, or at least use the official
 name of whatever it is, so that a Google search is likely to return the
 correct fix.  Thanks.
