 Some guidance on what is meant by "The PHP Date/Time library" would be
 more useful - a Google Search for that returns this page, and references
 to a bunch of work arounds.

 What exactly is WordPress checking for?  Hosts are going to be a lot more
 helpful when asked to install something specific, rather than something a
 bit vague.
