Comment:

 This is not the sort of change that would be main in a maintenance release
 so removing from the 2.9.3 milestone.

 Can it not already be achieved by a plugin - i.e. ensure the file is
 always there or just emulate the behaviour of the maintenance file if it
 is not present.
