Just for a short example (i had no time to search my themes completely): A
test if $is_login is true:
$url_parts = parse_url( $_SERVER['REQUEST_URI'] );
$path_parts = pathinfo( $url_parts['path'] );
$dir_parts = explode( "/", $path_parts['dirname'] );
$dirname = end($dir_parts);
$filename = $path_parts['basename'];
$is_login = 'wp-login.php' == $filename;
