 The ticket that I was thinking of is #11288, in which what you are
 requesting was ''removed'' to prevent confusion.

 Thus I am closing this ticket. It could be a duplicate of #11288, wontfix
 due to us not wanting to implement it, worksforme due to oEmbed. I will
 choose duplicate.

 involves drastically changing how media/upload works:
