 I actually moved this to 3.1 seconds before commit, and assumed the
 changeset woud close it. Didn't catch that the hook failed to fire.

 Leaning towards no. It was introduced in 2.9 with the bug, so it isn't a
 regression. It appears it is also is only there to provide context for the
 filter for a plugin, and not to actually offer different content. So if
 anything, this is basically a 3.1 enhancement...
