 What if the plugin was already activated on blog C, when the plugin is
 then network activated from any blog (main or otherwise)? Then the
 activation routine could potentially fire twice. Generally a plugin should
 be mindful of potential activation being called without deactivation first
 (in the case of file system changes), but again... Another potential for
 issues.
