 Scenario:

 Create a loop that is limiting # (i.e. showposts=# of posts in the loop
 with paging.
 Add the previous and next page links to it.  Have a bunch of posts
 available enough to span a few pages.

 With permalinks on it's calculating the pages available to the
 settings->reading amount of posts to display and not the showposts=#

 With permalinks off its calculating properly.

 This has been around since wordpress 2.8 was introduced.


 So basically with permalinks on its not allowing the urlrewriter with
 permalinks to associate the proper number of pages it can go to.
