 First occurs in r12726, and all the way up to current trunk (r12864).

 I hit upon the issue while trying to edit some Posts and Pages on a
 single-site installation.

 Full error message:

   Fatal error: Call to undefined method wpdb::get_blog_prefix() in
 /[...]/wp-admin/includes/user.php on line 257
