 options-network.php is a misnomer, and the code admits just as much: "This
 option panel does not save data to the options table."

 This should be a part of the Tools menu, alongside Upgrade, Import, etc.
 We can probably rename the file to simply network.php as well.

 For the record, Jane supports this.
