Comment:

 Patch adds the note to the tag page (and adds it back to the category
 page), and adds links to Tools page for the cat2tag and tag2cat pages.

 Sending to 3.1 since there's a patch, although if someone likes it and
 wants to commit it to 3.0, I won't object ;)
