 I thought that we decided about a month ago not to touch roles in 3.0, so
 as not to do anything around roles/caps in conjunction with the merge. I
 vote we stick to that and not include changes to roles/caps until 3.1
 (though obviously discussion and patch review in the meantime would make
 it an early add).
