Comment:

 Denis and I were discussing this privately.  It occurred to me that
 WordPress isn't supposed to have htaccess races in the first place.
 That's a static file, and seeing it get updated by WordPress more than
 once in a month would be unusual.  So before we proceed, I think the next
 step is for strings28 to determine why the htaccess file is being written
 to at all?
