 Didn't test 11881.fixes-setup-config-only.diff, so I figured I might have
 screwed something up, but it works fine here. You may not have applied the
 whole patch, perhaps is_multisite() is still in wp-settings.php?

 If that's not it, maybe change {{{error_reporting(0)}}} to {{{E_ALL}}}?
