 Here is a small example from three languages I can read, explaining why we
 should not use strings like '''Edit %'''

 English string:  Delete Image

 German string:  Bild löschen

 Greek string:  Διαγραφή εικόνας

 In the German phrase the noun is first, and then comes the verb.  Also,
 German is a declinative language, and here the noun is in the accusative
 case (whose form for this noun is the same as the nominative).

 Then, the Greek phrase uses two nouns, which is the standard for this type
 of UI phrase.  The first noun means “deletion”, and the second “image”.
 The translation problem here is not because of the order of the two words,
 but because the second noun is in the genitive case.  (Greek is a
 declinative language too.)

 And these are just three languages.  You can imagine what happens when we
 start taking more languages into account. :-D
