 Seems like the right behavior to me.

 What if the new post would now get "test" and the user untrashs the other
 page. Then that will get "test-2" and thus would have a different
 permalink as before (which will be even more confusing).

 If the user wants to retain the "test" slug, he should simply not trash
 the old page, but overwrite/edit its contents.
 By doing that, there will never be a "test-2" slug.
 And if he later decides that he wants the old content back, it's still in
 a revision.
