 Agreed it's major, which is why I proposed an alternate that wouldn't have
 that problem.

 Agreed, I'm currently okay with UI as plugin, but I'm asking to do our
 best to ensure interoperability between different such plugins.  If it's
 not persisted in core, plugins will.
