 Agreed, new template function. Will also need a new "Menu" widget to wrap
 it and choose which menu to display (if we are planning on supporting
 multiple menus). Lots of users who would move to this are going to migrate
 from the Page widget.

 Branding it as "Navigation Menu" might make its purpose more clear. Then
 we'd have wp_navigation_menu() and a "Navigation Menu" widget.

 Thinking about how this could be implemented I'm not sure it would really
 address the current menu_order situation. The order would be stored in an
 options array and not pulled from the menu_order. menu_order would stay
 specific to wp_list_pages().
