 I'm thinking of a new admin page under Appearance -> Menu:

 On one side, we would have 3 dropdowns (?):

 * Add a page

 * Add a category

 * Add a link

 On the other side, we would have a sortable list with the current menu
 items. Each item would have a series of options, similar to widgets.

 Suggestions and patches welcome.
